This seems horribly irresponsible. “Let’s not listen to the guy who knows network-flow optimization”.

Many engineers would suggest to build up the capacity of the road network.  This would be better for cars, but not everybody.  Congestion can be a good thing if you want to change the model spit of the people using the system.
